-That also includes Windows Servers running Internet Explorer 11

ISSUE:
When creating personal SMIME certificate error “1A8” may occur such as the screenshots below.






Here is the Solution:

To resolve this issue, you can temporarily allow unsafe ActiveX controls to run from your browser.

1. From the top right menu of your browser, click on the Tools button and select “Internet options”.

 


2. The “Internet Options” window will appear. Click on the “Security” tab and click on “Custom level...” button.

 

3. The “Security Settings – Internet Zone” window will appear. Scroll down until you find the option for “Initialize and script ActiveX controls not marked as safe for scripting”. Once you find it, the option will be set to “Disable” by default. Change this option by selecting “Enable” or “Prompt” and Click OK.

 
4. Click “Yes” again for the warning message. Exit out of the “Internet Options” page by clicking “OK” or “Cancel”.

5. You will now be able to create a Personal S/MIME certificate on Internet Explorer 11. If you selected the option to “Prompt” for allowing unsafe ActiveX controls, a warning message such as below will appear.

 
6. Click “Yes” to proceed. 

7. When you click next after filling out the Subscriber Information, the informational window for performing a digital certificate operation will appear.
 

8. You can safely click “Yes” here and proceed to the next step.
